Vietnam - Russia friendship: an example of faithfulness and pride

Since the establishment of their diplomatic relations (January 30, 1950), Vietnam and the Soviet Union had developed theirbilateral ties by signing of a number of agreements, treaties, and cooperation accords in various fields.

Throughout the struggle for national independence and national construction, the Communist Party, State, and people of Vietnam always received sympathy, support, and genuine assistance from the Communist Party,government, and  people of the Soviet Union.

The Soviet people's sincere and effective political, economic, and military support and assistance to the Vietnamese people played a significant role in their struggle for national independence, freedom, and reunification. Thus the Vietnamese people achieved their ultimate goals in the wake of the Great Victoryin spring of 1975. Vietnam continued to receive substantial and extensive aid from the Soviet Union in the process of  national reconstruction following the war. Tens of thousands of Vietnamese officials and specialists were educated in the Soviet Union. who have served as the driving force for Vietnam's development. With the Soviet Union's assistance, important areas of Vietnam's national economy such as energy, industry, agriculture, science-technology, culture-education made many  good advances. During that time, the strength of the Vietnam-Soviet ties was built on a foundation of pure and steadfast international solidarity.

Today, the Vietnam-Russia ties have inherited the important assets from the Vietnam-Soviet Union relationship, which are the major achievements of the historical friendship and cooperation that began in the past years. Following the effort to rebuild and deepen their bilateral relations in the 1990s, Vietnam and Russia established strategic cooperation in 2001, which was upgraded to a strategic partnership in 2012 – a comprehensive plan to meet the requirements of bilateral cooperation in the new time. After two decades of strategic partnership and more than eight years of comprehensive strategic partnership,the Vietnam-Russia ties have made remarkable successes, providing an essential contribution to the progress and development of each of the sides.

In terms of cooperation guideline  and mode, the two sides accord a high value and need to collaborating with each other on the basis of equality and mutual benefit, and each country's role in the other's foreign policy has grown greatly. The great bond of Vietnam-Russia political ties with various types of collaboration is a distinctivequality.Vietnam-Russia economic cooperation is expanding, with four pillars being trade, investment, oil and gas, and electric energy. Cooperation in the oil and gas industry is boosting efficiency, not only in the conventional fashion of exploration and exploitation, but also in new domains such as petrochemical processing and fuel generation, and for gas engines, and Russia supplies Vietnam on a long-term basis crude oil.With the completion of Vietnam's first nuclear power plant project, the nuclear power sector is placing a new hallmark on the two nations' relationship.With Russia's backing, Vietnam's nuclear power sector will grow sustainably, creating a new symbol of bilateral cooperation and contributing to our country's energy security during industrialization and modernization.

People-to-people diplomacy continues to serve as a link between the two countries. Hundreds of thousands of Russians visit Vietnam every year and the same number of Vietnamese people go to Russia as tourists. With approximately 10,000 Vietnamese individuals now living and working in Russia, the Vietnamese community there has long been linked toRussia, considering it to be their second home; thousands of Vietnamese students are being trained at prominent Russian educational institutions. It is the two nations' relationship, exchange, and people-to-people diplomacy that connect the two nations, leading to the continuous strengthening of the Vietnam-Russia Comprehensive Strategic Partnership.

Giventhe pride-worthy past, the tremendous achievements of the present, and the dedication and ambition of the two countries, we can firmly believe in the bright future of their ties. The growth of the Vietnam-Russia comprehensive strategic partnership adheres to main objectives, such as establishing political ties of trust via the yearly exchange of delegations of senior leaders, exchange of delegations through Party, Government, National Assembly channels, ministries, sectors, localities, and mass organizations.The two sides continue to support each other and coordinate closely in international forums.In economic cooperation, theywill further effectively implement projects in key fields. They also willpromote security-defense cooperation on the basis of trust, and long-termhumanistic cooperation constantly to create a social foundation for the Vietnam - Russia relations to develop sustainably.

 For almost a century, the Vietnam-Russia relationship has advanced on the foundation of profound friendship between the two peoples, as evidenced by historical events. We should deepen and strengthen this comprehensive strategic relationship, keep the tradition of mutual help and mutual support in all circumstances, and thus contribute to regional and global peace, stability, and progress.
